What changed on July 1
The framework is legally effective
Law 118 is effective, but this dated July guidance is not a universal current workflow. Case readiness still depends on the legal route, sponsor authorization, evidence, and current filing mechanics.
Sponsor filing needs confirmation
Sponsor-side online filing may require verified VNeID Level-2 access. Confirm the accepted account, authorized filer, and Form NA-02 process for the intended route.
Documents still take time
Confirm translation, notarization, and the accepted authentication method for each document, jurisdiction, filing channel, and filing date. A valid Apostille may replace consular legalization only where the Convention applies to the document and relationship.
Traveler instructions are separate
