Confirmed status of the Da Nang hub
The Vietnam International Financial Centre is one legal entity operating through hubs in Da Nang and Ho Chi Minh City. Da Nang inaugurated its VIFC hub on 9 January 2026. That confirmed date should not be expanded into an assumption that every anticipated function, authority, office or filing channel is available.
A proposed move must therefore be tied to a specific member organisation, role and legal route. Living in Da Nang, working for a financial or technology business there, or receiving a senior title does not alone create VIFC status. The employer should identify the member entity, membership evidence, relevant centre activity and intended filing route.
Decision framework for finance, legal and technology leaders
First assess mandate fit. A finance professional should define the institution, regulated activity, financial-reporting responsibilities, control remit and counterparties. A legal professional should identify licensing, professional-practice, contract, dispute, data and regulatory questions. A technology professional should define product, infrastructure, cybersecurity, data and regulated-system accountability.
Second assess organisational fit. Confirm that the exact employing or contracting entity is a VIFC member and that the proposed arrangement counts as working for that member. Group affiliation, a future application or a local office is not equivalent to confirmed membership.
Third assess personal fit. Match actual duties and professional evidence to the proposed work-permit, exemption, residence and tax categories. High-level expert status cannot be inferred from title, seniority or compensation. Ask which Executive Agency criteria are expected to apply, who owns the evidence and whether the offer is conditional on approval.
Fourth assess household and operating fit without relying on unverified city narratives.
Employer, work authorization and residence boundaries
Eligible foreign nationals working for VIFC member organisations may receive work permits or exemptions and work authorization for up to 10 years. Foreign experts who meet high-level criteria set by the specialised one-stop Executive Agency may qualify for a work-permit exemption. The employer must identify the expected route; “VIFC hire” is not itself an authorization.
Eligible applicants may receive a UD1 temporary residence card for up to 10 years, subject to eligibility and guidance. “Up to” is a ceiling, not a guarantee. Work authorization and residence must be assessed independently even when an employer plans to coordinate them.
Require the offer or mobility letter to allocate responsibility. It should cover member evidence, permit or exemption, UD1 filing, document preparation, translations, authentication, renewals, advisers and costs without stating unverified amounts. It should also address a change of role, employer, hub or member status and the end of employment. Decree No. 293/2026/ND-CP takes effect on 11 September 2026 and may affect authentication of some foreign public documents; confirm the current route before commissioning relationship documents.
Family and tax boundaries
The spouse and children under 18 of a qualifying principal may receive UD2 cards for the same duration as the principal’s UD1 card. The actual family period follows the period granted to the principal and is not an independent 10-year promise.
Family residence is not automatic permission to work. Decree No. 325/2025/ND-CP expressly excludes accompanying family members from the Article 5(1) work-permit-exemption category. A spouse considering employment requires a separate work-authorization assessment before beginning work; any separate route must be confirmed under the applicable rules.
Tax treatment is separate. Decree No. 324/2025/ND-CP covers qualifying people under Article 7(2)(a) on salary and wage income earned from work at the International Financial Center through the end of 2030; Article 7(2)(b) separately addresses certain transfers to IFC members. Work or residence approval does not establish tax qualification.
Review equity, allowances, benefits, deferred amounts, carried interest, severance and investment income item by item; none is confirmed merely because it accompanies salary. Map work across the Da Nang hub, Ho Chi Minh City hub, other locations and remote periods.
Practical relocation decisions remain a separate workstream
Hub status does not answer where a household should live or how daily arrangements will work. Build a requirements brief covering commute constraints, work pattern, security, accessibility, household size, education, medical needs, travel frequency and contingency support. Then validate options against current primary sources and direct provider responses.
Ask the employer to distinguish contractual relocation support from informal assistance.

Is the Da Nang VIFC hub officially inaugurated?
Yes. Da Nang inaugurated its VIFC hub on 9 January 2026. It is part of the single VIFC legal entity with Ho Chi Minh City.
Does working in Da Nang make me eligible for VIFC benefits?
No. Location alone is insufficient. The analysis begins with eligible work for a confirmed VIFC member organisation, then tests the person’s work authorization, UD1 residence, family and tax position separately.
Can my family receive the same residence period?
A qualifying spouse and children under 18 may receive UD2 cards for the same duration as the principal’s UD1 card. Because the principal UD1 card is available only up to 10 years, subject to eligibility and guidance, no family member should assume a guaranteed 10-year term.
Does the VIFC tax exemption cover my full package?
Not on the confirmed facts. Article 7(2)(a) of Decree No. 324/2025/ND-CP covers salary and wage income earned from work at the International Financial Center through the end of 2030 for qualifying managers, experts, scientists and individuals with high professional qualifications. Article 7(2)(b) separately addresses certain transfers to IFC members. Other amounts require item-specific review.
